Volunteer Opportunities!

Are you a resident of or business owner in Chillicothe and would like to get more involved? Each person offers unique insight and experience and we want to hear from you!

Chillicothe utilizes several Boards and Commissions to help establish and operate different portions of our community. The members of these entities are often a combination of City Council, staff, and appointed members from the community who can offer direct expertise. Positions are filled on an as-needed basis as term limits are met or vacancies are encountered.

Planning Commission

Purpose: The Planning Commission is responsible for preparing and recommending the Comprehensive Plan for the City, approving or disapproving subdivisions of land, and reviewing proposed amendments to the Planning and Zoning Code or Official Zoning District Map. The Commission also permits conditional uses, makes recommendations for the zoning of newly annexed areas, administers requirements for planned unit developments, and declares zoning certificates void as needed.

Civil Service Commission

Purpose: The Civil Service Commission is dedicated to providing the citizens of Chillicothe with the most qualified applicants for firefighter, police officer, and other classified labor positions through competitive testing and certification of eligibility lists. The Commission ensures fair and unbiased selection and promotion processes, irrespective of race, color, gender, age, national origin, or religious or political affiliations. Additionally, the Commission has jurisdiction over employment-related matters for exempt and non-exempt employees in the classified civil service, including those with collective bargaining agreements that allow appeals to the Board.

Chillicothe Tree Commission

Purpose: The Tree Commission is dedicated to the care, preservation, and management of trees and shrubs in parks, along streets, and in other public areas. The Commission develops and updates annual plans, recommends tree species for planting, and disseminates information on tree selection and maintenance. Additionally, the Commission holds regular and special meetings to discuss tree-related matters and reviews and recommends amendments to relevant ordinances.

Parks and Recreation Board

Purpose: The Parks & Recreation Board is responsible for operating and maintaining public playgrounds, playfields, baths, swimming pools, gymnasiums, and recreation centers. In addition to making recommendations to the Engineer-Service Director on park needs and improvements, the Board ensures these facilities are supervised and managed effectively. This includes approving expenditures, establishing rules and regulations, and overseeing park employees, all in accordance with the powers, duties, and responsibilities provided by law.

Nuisance Abatement Board

Purpose: The Nuisance Abatement Board is dedicated to protecting public safety, health, and welfare by preventing and addressing repeat nuisance service calls. The Board aims to abate nuisances and impose service call fees on property owners or occupants for repeated nuisance events, ensuring that police, fire, and code enforcement services are not impeded. This effort helps to improve the quality of life in our neighborhoods.

Design Review Board

Purpose: The Design Review Board focuses on preserving the unique and valuable historic, architectural, and cultural structures in downtown Chillicothe. This includes protecting and rehabilitating these structures, ensuring new developments are compatible with the existing built environment, and promoting the economically viable reuse of historic buildings. The Board also provides guidance to city officials and administrators on related matters to enhance the economic and physical vitality of downtown Chillicothe.

Board of Zoning Appeals

Purpose: The Board of Zoning Appeals is responsible for interpreting the boundaries of the Official Zoning District Map, hearing and deciding appeals related to zoning decisions, and authorizing variances and exceptions to zoning provisions. The Board ensures that actions are in conformity with the Ordinance and provides guidance on zoning matters to city officials and administrators.

Board of Health

Purpose: The Board of Health is responsible for ensuring public health and safety within its jurisdiction. The Board is tasked with abating and removing nuisances, regulating the location, construction, and repair of sanitary facilities, and overseeing the maintenance of yards, pens, and stables. The Board has the authority to compel property owners and occupants to address health hazards and can prosecute those who neglect or refuse to comply with its orders. Additionally, the Board may declare properties as public nuisances and take necessary actions to improve or purify them, ensuring compliance with health regulations and safeguarding the well-being of the community.

Convention Facilities Authority

Purpose: The purpose of the Convention Facility Authority is to oversee the creation, operation, and maintenance of convention facilities within a county, township, or municipal corporation. The authority is responsible for managing the financial aspects, including issuing bonds and levying excise taxes on lodging transactions, to fund the construction and renovation of these facilities. Additionally, the authority collaborates with governmental agencies, ensures compliance with prevailing wage laws, and manages the leasing, selling, or encumbering of convention facilities.

Flood Control Board

Purpose: The Flood Control Board is responsible for overseeing the operation and maintenance of the Chillicothe Floodwall. The Board ensures the floodwall's integrity and effectiveness, safeguarding the community from flood risks. The Board's actions are crucial in protecting the city from potential flood damage and ensuring the safety and well-being of its residents.

Income Tax Review Board

Purpose: The purpose of the Tax Review Board is to hear appeals related to municipal income tax assessments and refund claims. The board reviews cases where taxpayers dispute the tax administrator's decisions, such as underpayment assessments or denied refund claims. The board consists of three members and operates under specific rules and procedures to ensure fair hearings and determinations. Its primary role is to provide a platform for taxpayers to contest tax-related decisions and to issue final determinations on these appeals.

Metropolitan Housing Authority Board

Purpose: The Chillicothe Metropolitan Housing Authority (CMHA) Board of Commissioners provides governance and oversight for the CMHA. The Board hires the Executive Director, adopts policies, and ensures compliance with regulations and ethical standards. Their mission is to promote adequate and affordable housing, economic opportunity, and a suitable living environment free from discrimination, primarily in partnership with the U.S. Department of Housing and Urban Development (HUD).

Non-Profit Funding Committee

Purpose: The Non-Profit Funding Committee is responsible for processing all funding requests from community non-profit organizations made to the City of Chillicothe. The committee evaluates each request and submits an applicant report to the City Council, detailing the reasons for approval or rejection. While the City Council retains the right to override the committee's recommendations, approved funding requests are assigned to the appropriate Council committee for public hearing and legislative approval. The committee ensures a thorough and transparent review process to support the community's non-profit initiatives.

City Records Commission

Purpose: The purpose of the Records Commission is to establish rules for the retention and disposal of municipal corporation records. It reviews applications for the one-time disposal of obsolete records and schedules of records retention and disposition submitted by municipal offices. The commission can dispose of records following the procedure of the Ohio Revised Code and may revise previously approved schedules for good cause.

Tax Incentive Review Council

Purpose: The purpose of the Tax Incentive Review Council is to annually review and evaluate tax exemption agreements to ensure compliance and effectiveness. The council makes recommendations for continuation, modification, or cancellation of these agreements and assesses the impact on property values and employment. It also ensures compliance with nondiscriminatory hiring policies and reports its findings to the legislative authority for further action.

Water Rate Review Committee

Purpose: The Water Rate Review Committee is responsible for conducting an annual review of the water rates. The committee evaluates the sufficiency of the current rates and recommends any necessary adjustments to ensure fair and adequate pricing. The committee's findings and recommendations are reported to the Council to guide decisions on potential rate increases or decreases, ensuring the financial sustainability and efficiency of the water utility services.
