American Rescue Plan: Think Big Chillicothe

The City of Chillicothe has received $2.2 million in American Rescue Plan Act (ARPA) funds in response to the Covid-19 Public Health Emergency. We're asking for your input on how to spend it!

Over the summer, Mayor Feeney and the City Administration asked you to share your ideas on how to improve our community as it relates to education, economic development, housing, parks and public spaces, city infrastructure and services, and health!

During those in-person sessions throughout June and July, we collected more than 300 ideas from community residents. Those in attendance were asked to vote for their favorite ideas of the night. Now, those top ideas from each session are detailed below and we would like to hear from the community as we prioritize our recovery needs. Our goals include both direct financial support of our community as well as coordinating with our partners in local, state, and federal government. Help us prioritize those projects by filling your cart with the projects most important to you that fit within the given budget.

Budget and Plan Proposal to City Council

November 1, 2022 - January 1, 2023

Following the second round of engagement, the City Administration will review priority projects and compare them to US Treasury Guidelines to confirm if they are an eligible expense. City Administration will also review other ARPA and non-ARPA funding opportunities through state and national level that may fund prioritized projects. The Administration will prioritize investments based on this public input, data, and research. The full spending plan will be shared here and presented to City Council for final approval. Once approved, we will share City's next steps moving forward and how we will track progress of each project funded.

UPDATE: The attached proposal outlines the initial spending buckets proposed and how these projects were determined to be priorities. This proposal was shared at the Chillicothe Council Budget Meeting on November 2nd. It will be a part of the full 2023 City Budget up for Council approval.

Upon approval, additional planning efforts will take place to define within each bucket what spending looks like for each project. Several projects will have further community input components that will be launched on this dashboard. Updates on spending will also be shared throughout the 2023 Calendar Year through this project page.
